I had a single little tile pop off at a skimmer entrance just above the regular water line. In-ground pool, tile is 2 years old. Leslie's said that regardless I should use their Patch-It to re-adhere it. Is that still the best practice?

Have no idea what the product is. You could stick it back on with some adhesive caulk.

polyurethane will probably give you the best adhesion. I would consider any caulk a temporary patch but you might get good use from it.

Yes, remove all the affected tiles, sand down the thinset, and retile and regrout. This is not a DIY job unless you have done quite a bit of tile.

I had pretty good success with my previous 40 year old pool. I just chipped off as much as I could of the old thinset and stuck the tiles back with some modified thinset. There are several types, I would suggest some research on the various products. It is basically a cement product that is mixed with adhesive. Most but not all use a polymer adhesive in the mix. Some are more sticky and better suited to pool use. I'm sorry but I don't recall the specific product, but some research should turn up a good choice.
