Currently mine are pointed up to help aerate to bring ph up while bring TA down. Also wondering why the need for more chlorine after rain? Is it because of dilution (of pool water) or contaminants? We're expected to get up to 3" of rain and lots of wind this weekend from tropical storm Andrea.

Point them whichever way they give you the best circulation-----experiment! Contaminants and dirt mostly.
I also had it pointing up for a long time, but after I switch to pointing down and towards the left I have noticed that the water gets better circulation. The pool was hard to keep crystal clear but after doing this, is way better... (or maybe it is because I started reading this forum and actually learned how to take care of my pool)
Mine point a little up and towards the skimmers seems to keep things cleaner but I have tons of trees
