The risk with DE is breathing in the dry powder, and also is fairly small to begin with. There isn't any risk as long as the DE is wet, as it can't become airborne while wet. Even high humidity will partially suppress it's tendency to become airborne. In practice that means the only issue is while you are adding DE to the filter you don't want the dust to become airborne.
Some people prefer to use DE substitutes for this very reason. A number of companies make wood fiber based alternative to DE, such as PuriFiber or FiberClear, and several others. These seem to work about the same, though the prices are a little higher.

I am going to avoid DE filter! Why take any risk at all? Sounds like a good cartridge filter is way to go.

One reason is that cartridges can be a real bear if you have an algae breakout. Really all 3 filter types have pluses and minuses and it comes down to personal preference.
As long as they are properly sized and you maintain the chemistry, they all work fine.

I use cellulose fiber in my DE filter. It's safer and does a better job.
