We have had a 28' round doughboy 48" installed for about 7 years. We had hail damage rip the pool liner in October 2012 which automatically took the water level below the skimmer. In April 2013 the ice melted and the water drained out. A pool installer would not replace the liner because he observed a slight bulge at the bottom in about 15 feet of the circumference on the same side. When we removed the old liner pieces, there is an obvious issue where the top of the steel sidewall is about 1-1/2" lower than the guide on the top rail. The rest of the pool appears fine. Can we replace the liner without replacing the sidewall in this area. I am assuming that the weight of the water before was fine as we never had a problem with the coping coming apart in this area. The pool installer that gave the quote to the insurance company told them that the ice formed a foot layer on the top and the water below leaked out and when the ice layer slid to the ground it bulged the pool wall. I don't believe that because it is not happening around the entire perimeter of the pool. Would we have success in installing a new pool liner without replacing the entire structure of the pool? We could possibly straighten the bend at the bottom of the sidewall. Without taking it apart we cannot see if it is still in the rail. In this area a couple support columns have flared out at the bottom. It appears the top rail is secure and not bent.
