Rusted top rails

As an easy fix this year, (6 months pregnant and money is tight as I can't work) could I just paint them with rust oleum? I called pool store and they said it is $20 a rail. Our deck was higher and sat over the pool so for the past 4 years the rails have been hidden. Is it normal for them to rust like that? We do have a salt generator but none of the other rails are rusted.

Are you sure it's rust and not just staining? If it is rust, clean them up with a wire brush and use some good primer and then paint them.
