cant get salt levels with taylor test kit

so i am attempting to lower my salt level because i believe it to be high.

i tested it the other day seemed high like 4000. i did the math needed to drop the water level about 2 inchs i dropped it 2.5
I re-filled it yesterday

today i go out and attempt to test but it seems to be clumping up a bit. I am using the swirler and not me just shaking the sample. the first test did give me a result looks like still 3800 i waited tested water again and no color change at all. went cloudy and stayed that way.

could it be to cold?

attempting to get salt to about 35-3600
