whats wrong

First, the CYA. It is way too high. How did you get that number? Here is what I would do.
*1) Order the proper test kit (link in my signature).
2) While waiting, read pool school numerous times, especially the shocking topic.
*3) Test your water, and post up results.
4) Drain as much water as needed to get CYA down to 50. That would be 72% of water. You should probably do this in cycles, because 70% is a lot to drain
5) Start the shock process based on a CYA of 50 (link in my signature).
Just a side note, with a CYA of 180 shock level is 34 and you should never let FC drop below 14.
Skip #s 1 and 3 if you already have a TF-100 or K-2006.
