With the liquidator would I expect to be able to hold the target FC level lower (as with a SWG) since the FC stays more constant? or is that just for the SWG's for some other reason?

You should still follow the bleach recommended levels.
The lower SWG numbers are partly due to the "super-chlorination" that occurs within the cell in addition to the more consistent FC maintenance.
