I hope this is not a dumb question.......pool steps

Hope everyone had a nice weekend. I worked but have Mon-Wed off.

The bottom step of one of the ladders broke yesterday and I wanted to take the ladder out and either replace the hardware or the complete ladder. I removed the bolts at the base of each where it goes into the concrete thinking they would then slide out easily.......not.
I am looking for solutions that dont destroy the fininsh(if I keep them)

If you are talking about the deck anchor, there is a wedge that the bolt pulls up to lock the rails in. Tapping on the bolt right before it comes out will loosen the wedges.
