Pool Perfect PhosFree - COLOR OF PRODUCT IN BOTTLE?

I bought two bottles. The contents of one was a milky light brown color and the other was clear (but it clearly wasn't just plain water). Is that possible or did the store return one from an owner that filled it with a clear substance?

Phosphates dont matter when you keep proper Chlorine levels. I would return them if possible.
