Draining pool cover

Can't seem to figure this out. My cover is too heavy before draining it. I've been trying to siphon water off the top but the cover is sitting on the pool water and it has a few small holes in it. The more I keep draining, the more it fills up again. I'm stumped.

Would it be possible to set a tarp on the cover to help block the holes?

I read one forum post of a pool owner weighting down the cover using empty bleach jugs so that the sides pulled the cover taut so the water would eventually go thru the weave of the cover and back into the pool.
