Anyone ever seen one of these?
Should it be trusted, or should I remove it from the system?

Looks like it is a system that adds copper ions to the pool ... so we would certainly recommend removing it to avoid potential metal staining or green hair.

If you maintain proper FC levels, then there is no need for the added copper.

Certainly turn it off. Probably does not matter too much if you pull it out of the plumbing or not. If you do not want the copper in contact with the water at all, then remove it.
