placement of chlorinator

My builder placed the Clorinator downstreme of the bubbler and deckjet valves. The deck jets do not reach the pool when the pump is running on low so they almost closed off the return to pool valve to add pressure to the deckjets. With this set up no chlorine is going to pool through the water features and very little water is passing the Clorinator. Should the Chlorinator be moved before the water features?

Are you aware of the chlorine(FC)/stabilizer(CYA) relationship? If not, start reading Pool School (button at the upper right of the page).

We generally do not recommend using chlorinators for daily maintenance because the tablets are adding FC and CYA. The FC is consumed the CYA builds up.

They can work in areas with short pool seasons and a lot of water replacement (like closing for the winter). But, you need to be aware of the potential issues.

They are correct to put the chlorinator after the branch off for the deck jets. You shouldn't use the deck jets when the pump is on low. Then you can adjust the valve appropriately so the chlorinator actually gets some water.
 
You are not going to hurt anything by running either of them on low ... you will just be decreasing/eliminating the water flow through the chlorinator.

EDIT: To clarify, if the deck jets are not reaching the pool on low, then clearly they should be shut off on low. But the bubbles within the pool should be fine on low.
