Port for Automatic Cleaner

I have an 18 X 36 inground vinyl and have been using a Baracuda G3 which I have been pleased with except having to plug it into my skimmer (it skims a little but not enough while it's plugged in).
There seems to be a port under the liner about 6 inches below and to the right of the skimmer and a pipe that is plugged stubbed out of my plumbing pad that goes to it. My question is how do I go about cutting out this outlet? Do I need to drain down below it?
Any advice would be greatly appreciated

I'd proceed with caution. It was probably covered up because it didn't work for whatever reason.

I was hoping it might be common practice for pool builders to do this so it would be there if someone wanted to use it at a later date.

Has anyone else seen this?
