Blower motor not working

I have a blower motor that is turning on and it sounds good, but it is not forcing any air into the spa. The blower motor is positioned below the water level of the pool by about a foot. A couple feet below the blower is a check valve. Is it possible that the back pressure of the water against the check valve is to great for the blower to force the check valve open?
 
It's most likely not producing enough pressure to overcome the water head pressure. You could use a low pressure gauge or rig an "inches of water" gauge out of a piece of clear tubing and connect it to the blower pipe to see how much pressure it's producing.
