I just installed a new Spa Pack and it is 220v, and my old pump is 115v. Currently the pump will kick on for 5 seconds and then kick off, and then repeat this process forever. I cant get the pump to run continuously. Im entirely confused, can anyone help?

Bama is correct, the 115v wiring you have uses 1 ungrounded (hot) conductor, 1 grounded (neutral) conductor, and 1 grounding (ground) conductor. Where as 220v is supplied by using 2 ungrounded conductors. When replacing a motor for a pump it is wise to get a match that is as close as possible (HP, voltage, phase, frame, etc.)

If you continue to run the pump you will probably burn it out in a short time.
