Pump will not prime

My pool pump will not prime.
I have :
1) Cleaned the filter
2) Replaced the plastic cover on the input to pump.
3) Replaced and sealed the valve and anyplace air might be getting in.
The problem happens in hot tub or pool position.

What type pool do you have?
Is the equip above or below the waterline?
Is the water level high enough in the pool?
Have you had problems in the past with priming?
