How new is the water in the pool? How may tablets have you used? Very surprising that you do not have CYA present.

Water is brand new. Just filled it from scratch after the acid wash a few days ago. I've put in three large tablets.
Add you pool details in your signature. Using the poolcalculator.com and know the volume of the pool, you can calculate how much CYA each tablet added ... although 3 tablets is clearly not going to be enough.

FYI, in 12k gallons, each ~8oz puck of trichlor will have added ~2.8ppm of CYA. So at this point you are likely under 9ppm still.
So, you may want to start by adding 20ppm of CYA (2 lbs) which should really put you close to 30ppm.
