Just closed my pool and wanted to pump out enough water to get below the skimmer but my wife misunderstood me and the pump ran too long.

RIght now i am down well below the skimmer (three or four inches) and well below the top step and am concerned about the frost heaving my concrete.

Should i put some water back in?? what is the ideal level?

Ideally the water level should be about 1 inch below the skimmer or about 15 inches from the top of the pool. You are not that far off, if you are worried you can add some water but more than likely nothing bad will happen. If you live in an area with a high water table though I would keep the water level much higher.
