Pool Pilot Digital not producing chlorine

We are currently experincing the same problem mentioned earlier in this forum;
For six years we have maintained the pool ourselves with no major issues.
Here is a little background:
It is a concret 18,000gal pool built in 2005, Hayward DE filter, Hayward pool pump, Pool Pilot Digital with RD42 cell.
After 5 years we replaced the original cell with the one mentioned above and last year replaced the Pool Pilot Digital with a new one. Our original Pool Pilot was used and given to us by a friend.
All working fine for years.
In an effort to reduce our electric bill we purchased and installed a Hayward Eco Star pump and after consulting with Hayward support, set the pump to run at 1600rpm 24/7. This was working fine for months, then we hit the rainy season here in Cayman and not thinking about the pump running 24/7 and that it would take all that nice fresh water raining down and dilute the salt and other chemicals in the pool we left the pump running. Since this time we have not been able to get the pool balanced and algae undercontrol.
The Pool Pilot does not seem to be producing chlorine or at least not enough to keep up.
Chemical readings today:
Free Chlorine = 0, Free Chlorine at the output jet = .5 - 1
TCL =.5 - 1
Ph = 7.2
Alk = 70 and this is dropping
CYA = 80
Salt = 3100
Cell power = 3 @ 100%
Temp = 85

Have run two cycles of "Boost" mode and been adding chlorine tablets on a daily bases to try and get the chlorine up, to no avail.
Looking for the right way to go, any help appreciated!!

You first need to determine whether you are producing chlorine. The easiest way is to fill your sample bottle from a return while the SWCG is on and test that water. If there is chlorine in that water, it indicates your SWCG is working and that your likely problem is algae consuming the chlorine faster than the generator can make it. If that is the case, follow the instructions in the Shocking Your Pool article to allow your SWCG to catch up.
