The posts look like they are closer than they are. The camera creates an optical illusion, the closest they are in reality is about 7 feet. When you say bond do you mean grounding them?

Grounding is similar to bonding but not the same thing. Bonding is connecting all electric conductive surfaces (metal, water, equipment, even concrete) together.
This is usually done with a copper wire like used in "grounding". I believe code says anything with 5 feet of the water, plus the equipment, must be bonded.

That looks closer than 5 feet. I think the hazard comes from being in contact with the two surfaces, ie fence post and decking. If a difference in electrical potential exist the person would get a tingling from the difference in voltage. People can sometimes be injured from small amounts of electricity.
