Pool solar water heater Goldline GL-235 controller

I have the gl 235 controller to control the temp in my pool. It stopped working all together, the led's seem to be working as they always have , but on a call for heat the valve or actuator doesn't move. Not even in the manual position. I checked with a meter and it has 240v at the controller and the fuse seems to be ok. Any help would be appreciated.

Do you have 24 volts out to the actuator when it calls for it.

Found the problem, someone flipped the toggle switch on the bottom of the actuator to off. Don't know who, but it wasn't me. Thanks for your help anyway. Don
