Concrete deckin without gravel base

I live in NJ and one or two concrete decking contractors were to pour the decking without gravel base. They would compact and use mesh but heck, no gravel. Ive never heard of that . Would this be acceptable with the freeze-thaw and Clay soil I have.

Preparation is the key to any concrete job and I have always learned that 3-4 " of rock is mandatory underneath concrete.

Down here in Texas, we just plop the concrete on the ground.

No idea how it's suppose to be done in your area.
