What would cause the pool pump motor to just make a wining sound, but nothing turns. I can turn everything with my hand but the motor is not turning anything.

If the shaft moves, then it is likely a start capacitor or a centrifugal switch.

Does the shaft not turn when the motor attempts to start? If not then listen to Linen's answer.
If the shaft turns when you turn it on but "nothing" happens in the basket of the pump then It could be the impeller has broken free

Linen, That sounds like the issue. Everything turns by hand freely but the motor just whines when plugged in. I am not a expert on motors are those 2 suggestions easily self repairable?
