Bioguard MS-10 Power and generating lights comes on and off

Hello - I just got back from vacations and found my pool all green with algae. I noticed that the control unit on my MS-10 by BioGuard (installed in 2004) shows power light and Generating sanitizer light coming on and then going off after few seconds. I also noticed that cell voltage displays voltage not as a constant number but as numbers going up from 3 to 17.9 and then down to 3 again. Amp are at zero - but it is possible that it is b/c the generating sanitizer light is off.
Did anybody here run into the same problem? Is it cell of the unit itself that is causing the issue?
Any help greatly appreciated.
