can't get chlorine level down!

having trouble with my chlorine leval,can't get it to come down enough..
6 days ago my reading was about 21 i think with my taylor kit...
drained about,, 1/4 of my pool water and put in fresh..also had a good rain..
added 3-containers of MAJIC JACKS chlorine reducer..which says it should reduce it by,4 each..
test today at pool store they read-11ppm..
my test read 14ppm.....
pool is uncovered and nice and clear..
should not the all of that along with the sun reduced it more??
pump runs 24-7.....

I thought 21 chlorine was a ,,,,non swim level,,,
and my cya level was,,50.......

new numbers are,,,chlorine--8
cya --40
free chlorine--0
ph--7
cyanuric acid--20

now that my chlorine is in the ,,close to acceptable range,,i'll start trying to raise
the rest of my levels,,,then turn my SWG on,,done added salt...
again,,,BIG THANKS guys......... :-D
 
Those numbers aren't right.

the FC should be 8, not 0. if CL is 8 and FC is 0, your pool should not be clear.

CYA is cyanuric acid, so you can't have a reading of 40 for CYA and 20 for cyanuric acid.

The pH is low. It should be between 7.2-7.6.

You should run those tests again before adding anything else.
