Cracked Floor

Hi all,
I have a crack on the deep end where the side meets the bottom of my 2 year old pool. PB has agreed to pull the liner an drepai rin the fall. It also appears there are smooth lumps/mogules going down one side of the decent into the deep end. They span about 12in in size.
Anyway, the PB used concrete with fiberglass mesh to pout the base. No rebar or steel of any sort to reinforce. Should he have used the rebar?

I never seen rebar reinforcement on the floor or hopper walls for a liner pool.

Liner pool bottoms can be sand, cement, or vermiculite and cement. Few use sand anymore though.
