Precast coping - pavers, is expansion joint needed

We are in the process of remodeling a 40 year old pool. As part of the remodel, we have removed the cantilever concrete deck. We now have a precast coping and concrete Belgard pavers. The pavers are not yet installed, though the paver border is. We live in southern CA. The paver border all around the pool is mortared, even the border next to the house. We live in southern California. There is not border next to the coping.

I've read different responses whether an expansion joint is needed between the coping and the pavers. Some have said you don't need one if using pavers. Some have said, you do need if the border is mortared or facing the house (no expansion room). Some say leave some room for the sand joint.

What does the forum say? My contractor says they never install an expansion joint, but can for additional money (don't know how much yet). The bigger question is, is it needed?
