I recently moved into a home with a pool that is 3 years old. The in floor pop ups do not pop up. The pressure is very high but still nothing. is there a owners manual or anything i can get to figure out how the system works and how to fix it?

It sounds like they are stuck closed. Most popups have a way you can remove them to clean and fix but you will probably need to know the manufacture and get a manual to find out. Otherwise, you could take a picture of one of the heads and see if anyone on the forum recognizes the make.

Yeah definitely need to know who makes it so you can get the right tool to remove the pop ups and see if they are stuck. do you have wall returns as well as the infloor cleaner? If so and there is a valve to shut off the wall returns you could try that to see if the pressure forces any of them up but you need to watch your filter pressure to make sure it doesnt get too high.
The three most common systems are made by Polaris (Caretaker), Paramount and A&A.
