Pool Construction

My next door neighbor is building a pool and I noticed that the pool builder poured the floor first and no walls. It's been a few weeks
and still no walls. I am wondering if this is proper construction or will it leak at the wall to floor seam?
 
What kind of construction? Is there rebar on the sides or plain steel walls? You typically don't pour a floor for a concrete pool, although some do for a vinyl pool.
 
So the floor looks like a big slab? Does it have rebar ends sticking up through the concrete all of the way around perimeter? If so I'd say they are going to form the walls for a "poured concrete" wall rather than a "sprayed" wall. If not, I'd say they will probably erect walls for a liner pool on top of the slab.
