If you don't plan on having any water features or a spa, then the Whisperflo WFDS-3 or 24 would be a cost effective pump. Since you close for the winter, a VS may or may not pay for itself but it depends on what you pay for electricity and how long the pump will last. But since you are building a new pool, the cost difference is not really that much compared to the cost of everything else so I will usually recommend a VS for new builds. The Intelliflo 011018 is a pretty good deal right now and would give you a lot of flexibility down the road should you add solar or other features.
As for filters, again since you close for the winter, a sand filter may be easier to deal with when opening. A cartridge can also work but you need to build in a filter bypass so you can recirculate while killing the algae. Otherwise the cartridges can clog up very quickly and you get into a never ending cleaning cycle. However, the cartridge filter will be a little more energy efficient than the sand. It kind of depends on what is more important to you.
