Pool cover keeps sinking

I bought a pool cover from first4poolcovers.com and have a problem with it sinking to the bottom of the pool. I have followed their instructions but it still sinks. Has anyone else had this problem?

Do you have the cover trimmed so it is slightly smaller than the pool? Does any water from a return or other port splash water on top of the cover?

Is this a bubble-wrap type solar cover? I can't remember ever hearing anything like this before.

Their covers are film, not bubble.
