To reduce hydraulic shock in residential water systems an air chamber is commonly used. It would be pretty simple to construct some, (a tee, a short riser and a cap). A couple chambers in strategic locations would go a long way in protecting the system from shock. I wonder why pool builders never use them?

They are never installed because hydronic shock problems are essentially nonexistent in swimming pool plumbing. The pressures are usually fairly low and they tend to ramp up and ramp down gradually. PVC plumbing also has a little bit of flex to it, which helps dampen out any shocks that do happen. All of which helps minimize the risk of anything going wrong. If there aren't any problems, there isn't any point in adding something to protect against the problems.
