Skimmer does not appear to be sucking any water

Just finished filling up pool and it does not appear the skimmer is pulling any water in. I have 2 main drains and it appears all the water is coming from there. I put a drop of food coloring in the skimmer and it did not get sucked in. Plenty of water coming back thru 3 returns.

Pool builders told me once water reached the skimmer level to turn pump off and take plug out and restart pump. Was the plug suppossed to go in the other hole? They had pump running using main drains to begin with, i guess.

It shouldn't, but you should have a diverter that goes in the bottom of the skimmer to adjust the flow.

It appears they hooked up my main drain pipes to old skimmer pipe going to pump. The old main drain pipe was capped off before (unknow why) and they hooked skimmer to that. So Skimmer pipe is capped and the reason it is not working. They are coming Wednesday to fix this.
