poly (hexamethylenebiguanide) hypochlorite

While looking for 12.5% bleach, i came across of "aqua silk chlorine-free pool sanitizer" product. The active ingredient was listed as poly (hexamethylenebiguanide) hypochlorite, which peaked my interest, since it shares "hypochlorite" part with bleach, cal-hypo and lithium hypo. Confusingly enough, it says it's a chlorine-free product, which doesn't sound right for the product that is hypochlorite.

Besides the price, what are the side-effects of this?
