Having just put a brand new liner in...can I put the bleach in thru the skimmer instead of dumping it infront of return...I am really scared to discolor the liner

Pouring slowly in front of the return jet with the pump running is the safest approach. The water movement from the return jet will mix it in very quickly, which will prevent any mishaps.

If you are really worried you can mix it in a 5 gallon home depot bucket with water first.
