My control unit is flashing all LED lights and cannot be reset. Does this mean the unit has been shorted out?

Is it set up for the correct voltage? Ive read posts of people who have wired up a control unit to 220 that is set up for 110 and vice versa. Just a thought. Id call compu pool regardless if the unit isnt super old. It seems their support is pretty good from stuff Ive read
