The GFCI does not get tripped when losing power ... I would know as I would have had to reset them all in my bathrooms after losing power in the house a few times last week. I think they can only be reset when they have power though, so maybe that is what you were thinking of.
Either the outlet or the breaker GFCI should be fine for you.
