Chlorine level in the winter.

Colder water has less biological activity and you probably have zero bather load too. Both contribute to chlorine consumption.

Well, in winter the sun is not quite a strong. Also, when the water is cold, there are less organics for the FC to have to deal with (no bather load, no algae trying to grow, etc).
 
It is generally accepted as safe to swim up to shock level for you CYA level. If you are shocking with FC above shock level and trying to kill stuff ... swimming may not be the best idea.

If the water is clear and you are close to passing the OCLT and FC is at shock level ... it is probably fine ... may want to rinse you suits etc after.
