Tried to patch a 1 inch tear in my vinyl liner

Hey guys...new to your board but I took the advice and tried to patch a 1 inch tear in my vinyl liner. Water temperature was 63 degrees. Luckily I had a wetsuit but the adhesive in the repair kit did not seem to like the cold water anymore than I did. Does anyone know if the adhesive has trouble working in cold water? The reason that I ask is that it appeared that the adhesive came off of the patch just as I unfolded it and applied it to the tear. Let me know what you all think.

The top part of my above-ground vinyl pool liner is ripping due to sun exposure. Would the tear-aid type b vinyl tape be a good idea to go around the top for approximately 4 feet where the sun has hit it the hardest?
