Below 1300 it reports blocked and resets. It will kick back on at full speed, ramp down and report blocked repeatedly. I just took the filter apart and cleaned it so know it's not that. It reports a typical 10 psi at filter speed. The lines all seem clear. What could it be?

At 1300 RPM, you should have much much less than 10 PSI pressure so there is probably a return side blockage and it is most likely the filter unless there is a bad check valve somewhere.

Ok, makes much more sense. A few more questions:
Can you read the filter PSI at 1300 or is it too low?
Did this just start to happen or has it been occuring all along?
Do you have any check valves in your system and what type are they?
Is the pad elevated from the pool surface and if so by how much?

Since it's an SVRS, I would suspect that it is detecting some sort of suction blockage.
