Can water freezing at the return level damage the returns?

My water level right now is about the same as the return water jets, and I'm wondering if the water freezes at this level, can it damage the plastic return jets or the water pipes connected to the return jets?

Normally we get more rain at this point but it has been drier than most years because normally the water level is a good few inches above the jets when the water freezes for the winter.

No, there is no water in the lines, they have been blown out and capped off OK, it's just I'm not sure about the plastic returns that are around the pool if ice can damage them (the part that physically sticks out from the pool wall).
