rate of Rust formation

I have an issue where a piece of rebar or whatever is rusting. I will get to it eventually.
QUESTION : is the rust process either slowed or accelerated if
- air can get to it vs.
-being continually submerged vs.
- sometimes under water & sometimes exposed to air depending on the water level,

Or are all these factors negligible insofar as the rate/speed/qty of rust produced?

It will be slowest when fully submerged and fastest when alternated between exposed and submerged.

Cool, glad I asked & kind of what I thought. I have an option as to where I can keep the water level.
