Contractor I'm thinking about going with runs black poly. The other runs Rigid PVC. I'm in the Northeast should this be a factor on which contractor i choose? Which do you think is the better choice.? Thanks

Rigid PVC is better, but other differences between them could easily be more important.
The problem with black poly is the connections are mechanical so they are more likely to leak. Pvc joints are glued so its a chemical bond which is stronger. Black poly can take more abuse though. For example striking it with a hammer won't do anything. Its really a toss up though, pvc is more common place now and so is flex pvc
