System won't hold prime, but no water leaks

So I toggled the switch and it works now! The setting that turns the actuator half way between pool in spa is Pool mode and they were somehow reversed. I guess the last repair guy must have toggled the switch and forgot about it.

Thanks for all your help, it's spa time tonight!!
