skimmer question

for the 1st time my water level is above my skimmer because i let up there to keep pressure on the liner due to a floating liner last week,i know it wont "skim" the durface water, but will it also not draw in correctly? with my 3 way valve on all skim or part skim part bottom drain, the pump glass fills up but immediatley loses the prime, on all bottom drain it pumps fine dumb question? what am i not getting through my thick head?

A high water level won't cause the problem. It sounds like the skimmer weir (flapper door) might be sticking in the up position. The door will block the pool water from filling the skimmer.
