Intex pump: Uprated or full rated?

Hello all,
I was trying to find some information on the Intex 2650 pump (the one that comes with the sand filter), specifically if it is full rated or uprated. I can't find this piece of info online or in the manual. Thanks in advance for any help.

Edit: Forgot to mention, it's a 0.95 horsepower pump.
