Paint rubs off.

We had our concrete pool sandblasted and repainted about 4 years ago. The new paint would rub off when brushed or simply rubbed with your hand. So last summer we hired a reputable local firm to redo the job. They were aware of the problem and assured us that the paint they were going to use was top of the line and that we would have no problem with it. Au contrare.

It's doing the same thing. The water looks milky after brushing until the residue settles to the bottom and if you rub your hand over the paint surface in any area of the pool, your hand comes out white.

What could be causing this problem? We use the same city water as everyone else and the chemical brands are familiar to all. Our water chemistry is fine. The paint is still under warranty at this point so we are eager to get to the bottom of the problem.
 
Did they use swimming pool paint? Did they let it dry thoroughly (four days, I think) before refilling the pool?

We have a painted pool and it will come up milky if you pressure wash it, although not from ordinary brushing.

Paint sucks.
