Possible bad R-0003 reagent?

I recently broke out a new vial of this reagent. Now I'm suspecting that it is possibly bad because my CC numbers have been uncharacteristically low (more or less zero when usually I run about 0.5-1 due to so many leaves that fall into my pool).

Is it possible that this reagent is bad, or am I just running my pool just right for once?

What color is it?

R-0003 is DPD Reagent #3. It should be a clear colorless liquid. If it turns yellow, it has gone bad.

It is clear as water, colorless.

What's the lot number? It's on the bottle, format looks like 1081A.

Should still be usable.
