Sealing rust above the water line?

Hello,
Do you have any advice on what product is best to inhibit rusting above the water line? There is a small area (1inch x 1/2 inch) above the water line at the inlet to the skimmer flap/basket that is rusting. I was told by a contractor that it is coming from the metal bar that spans the skimmer inlet that the deck sits on. He said the real fix would be to put in whole new skimmer in, but it would be better to just leave and paint it with rustoleum paint for now(?) Any suggestions on a product that would inhibit the rusting? Again, it is several inches above the water line.

If it's metal that's rusting and not rust bleeding through the plaster then, clean it well with a wire brush or emory cloth and use some navel jelly on it and paint it with a good enamel paint. That'll stop it for a while.
